Whether a page says what it is, who published it, and why it should be believed. One of the four readings behind a visibility temperature.
This reading covers content depth, a declared publisher as an Organization or Person, consistent naming across the title and structured data, sameAs links, declared authorship, Open Graph tags, outbound citations, and a modified date within the last year.
Together they decide whether a machine can attribute the page to a real thing in the world, or has to treat it as an anonymous block of text.
This is the slowest reading to move and the one technical work cannot rescue. Adding markup that declares an author does not create an author. The signals are a way of stating a reputation that exists, not a way of manufacturing one.
The outbound citation signal surprises people. A page that links to nothing is asking to be taken on faith, and increasingly it is not.
