Freezing readings exist ... a staging site that went live with its Disallow intact, a single-page application that returns an empty container, a domain parked behind a redirect nobody finished. They are just rare among sites anyone has heard of, which is exactly why they are worth a band of their own.
If you take a reading in this range, the first thing to check is not the content. It is whether the page returned anything at all, and whether robots.txt is still carrying an instruction from a previous life.
