Why 0 to 100 and not a letter grade?

Because a temperature already means something to everyone and a grade has to be explained. Told they scored a C, people argue about the curve. Told they are 41 degrees and Cold, they ask what warm looks like, which is the useful question.

The five bands exist for the same reason. The number is the part you compare; the band is the part you remember.
